When should you do the Shivering Isles?
With oblivion’s scaling, I think you’d be able to get through it pretty well at any level, but I’d personally wait til at least level 20. You can get the best armor set in the game made for you there at level 23 (which I kinda treat as evidence that it was intended as sort of end game content).
